When I have a saved document, I then export to pdf. Then, when I go to close the writer document, where I have made no changes, it asks me if I want to save or discard the changes.

I cannot reproduce this on my machines. Maybe I am using different steps than you?

I launch NeoOffice which opens an empty Writer document. I add some text to that empty document and select the File :: Save As menu to save the document as an .odt file. I then press the Export to PDF toolbar button and export the PDF file. I then press the red titlebar button to close the window and it closes without any dialog.

If you're using the Mac OS X method of creating a PDF (via printing) rather than using the steps Patrick outlined, make sure you do not have "Printing sets 'document modified' status" preference checked in the "Document Status" section of the "General" preferences in the "NeoOffice" section of the list.
