I think that I have stopped the display of the special open dialog when selecting the File :: Templates :: Organize menu. I did this by never displaying the special open dialog when NeoOffice's underlying OpenOffice.org code tries to access files or folders within certain system folders such as the /usr/share folder that Apple's documentation says are automatically readable or unreadable for applications running the App Sandbox

Can you install the following test patch and tell us if you are still seeing any unexpected special "request access to folder" native open dialogs when you select the File :: Templates :: Organize menu?:
