I've installed the Arabic language support but the menus didn't change to Arabic. What should I do? Thanks.

I may be wrong (and I'm sure Smokey knows better than I do) but I don't think the interface itself will change to arabic. You just get the ability to enter RTL text (which is in itself remarkable - I may be easily impressed)

To get Arabic or Hebrew menus, you need to install a Neo/J language pack. The language packs can be downloaded from here:

OK, I'm swamped this week, but I can take this one quickly Smile

After installing the Neo/J Arabic language pack, you need to set Arabic as your first (top) language in the International pane of the System Prefs to Arabic for Neo/J to use the Arabic menus, dialogues, etc.

Note that the menus aren't "fully" RTL because Apple has yet to add the support to actually make menus align on the right edge and flip the check marks. (See the screenshots page in the wiki to see what I mean.)

The thread you pointed to actually contained the "missing" piece of the answer, but since the thread dated from before the language packs with localized UIs, it might have been confusing to find since the talk was about an English-langauge interface displayed in RTL! Smile

I have installed the language pack and also set the defalt lang. to Arabic. I am able to write Arabic text though when I changed the system lang. to Arabic on the menu bar. Maybe I missed something...

Someone asked about Arabic in 10.4 in the Hebrew thread a while ago, but no one's responded. I haven't gotten 10.4 yet, and it will probably be a while before I do Sad
