Correct Arabic, Hebrew, and East Asian support is really only present in OOo 1.1.0 and later, at this time Neo/J is based on OOo 1.0.3 which only supports east Asian locales, and even then only partially. I'm afraid that true RTL support for Arabic and Hebrew won't come until Neo/J is 1.1 based or until a native Aqua OOo.
NeoOffice/J is based on OpenOffice.org 1.0.3. Unfortunately, right-to-left (RTL) text input and layout and Arabic font ligature handling was not supported in OpenOffice.org 1.0.3.
OpenOffice.org 1.1 added RTL (as well as vertical) text input and layout support as well as the Arabic font ligature handling so upgrading NeoOffice/J to OpenOffice.org 1.1 would the way to add RTL language support.
Unfortunately, OpenOffice.org 1.1 X11 has not been released on Mac OS X. There are a few development builds floating around, but I don't know how stable they are. So, adding RTL language support would take several months of work so I am still deciding whether I can afford (financially) to do the work.

I tried OOo_1.1.0_031006_MacOSX_install_en.tar.gz and it is almost stable and usable, I think it is also fastest to use than the 1.0.3.

It would be great if you could add RTL sometime before '06, but I certainly understand. I don't think any mainstream/compatible/full-featured WP or SS app supports RTL; even MS took it out of Word/Mac in v 5 or 6 Thanks for what you have done!
