Most likely not. Unfortunately no one really has stepped forward to help develop, so Neo, as a research project, has only been able to be worked on sporadically. It seems like everyone wants to use it but no one wants to help develop it 
Most all of the recent work has been research work that was necessary to determine if we could change the underlying event dispatch, drawing, 10.3 compatibility, etc. It's decreased usability at the expense of dramatically increasing our knowledge from an engineering standpoing
