In Writer:
1. Display the Stylist pane (click the toolbar button that has a finger pressing a button on it, or select it from the Format menu).
2. Highlight your first page and in the Stylist pane click the "Page Styles" button (top row, notepad button with a blank page on it). Your first page will likely have a "Default" style. Double click the "First Page" style instead to apply that to your first page - note the margin dimensions are different but you can change those to suit.
3. With the First Page style applied, you can add different headers etc to that page cf. to the rest of the document.
