Can someone provide me with a reference to documentation on contributing a new language pack for NeoOffice? I searched the site & the forums and didn't find anything.

We pull our language packs from the OpenOffice.org language pack "code"; there really is no separate "NeoOffice language pack".

Consequently, the best way to contribute a new language pack is to check out the Native-lang project at OpenOffice.org; it should have all the info.
