The Resources folder in application has all the languages folders but they are all empty.
I wanted to add the Arabic localization that is available in the linux version.
The Contents/Resources folder is only used my Mac OS X to give me a list of supported languages. The OOo localization files go in the same place as they do on a Linux installation:
Contents/program/resources for all of the *.res files
Contents/help for the help files
Note that from OOo's perspective, "Contents" is the actual OOo installation directory. I put everything under Contents because Mac OS X really needs that directory to exist.
