This just got resolved in bugzilla via OOo's qa people, and I though it would be useful to post it here:
There are two ways to create a text box in Draw, after clicking on the T text box button on the bottom toolbar. The first is by click-and-drag on the doc; the second is by simply clicking straight on the doc and then starting to type.
In the latter case, the box expands to fit the text you type in, and the developers assumed that you would want the box to fit the text, so by default they've disabled text alignment in this situation. Even if you change the box dimensions, the text is apparently stuck left justified.
To re-enable text justification here, get focus on the text in your box, ctrl/right-click to get the contextual menu, then check the Full width box (see image below):

I know, I know - I mean okay, justification is only a checkbox away, but there's absolutely no way anyone apart from the developers themselves could have ever known that, especially with the helpful 'Full width' label. They said 'it behaves as expected' and closed the bug as 'won't fix'. Sigh... there's simply no justification for it...
