While I don't think it's possible to fully disable everything (e.g. typing in URLs into the location field will still go out onto the network to search for things), you can at least remove the URL handlers that will redirect things to Safari or other Mac apps.
Go to Tools > Options > OpenOffice.org > External Programs. Remove the "/usr/bin/open" by HTTP/HTTPS. That'll prevent the links from being sent along to Safari (or other default web browser).
Another option is to go to Tools > Options > OpenOffice.org > Security. Set the "Open hyperlinks" setting to "Never".
That's about the best that can be done w/o physically removing network connectivity from the OOo code itself.
