Notes in OOo v3 does do a fairly good job of importing from/exporting to Comments from Word docs. The only real shortcoming for exchange with Word is that in Word you can assign a Comment to a selected range of text (i.e. not just to a point in the text) and it brackets that selection when it displays in Word.
Any Note exported from OOo/Neo v3 will have just an insertion point - including any Word doc you open in Neo/OOo and then save as a Word doc.
Still, it's a MAJOR usability improvement over Notes in v2.xx.
