I think that I have fixed the problem that was causing our Quick Look plugin to fail to render template files. The problem was a configuration file issue and I have included the corrected configuration file in the following test patch.
Can you install the test patch, press the Command-Option-Escape keys, and in the window that appears, select the Finder, and press the Relaunch button? After doing these steps, do you .ott files now render like your .odt files?
FYI. I have included the fix for this bug in NeoOffice 3.2 Patch 3 which can be downloaded from here.
Note: if a Quick Look preview still fails to render for your template files after you install the patch, relaunch the Finder by pressing the Command-Option-Escape keys, and in the window that appears, select the Finder and press the Relaunch button. Those steps should force the Finder to reload the updated Quick Look plugin that is included in the patch.
