The NeoOffice download page states:

In a good mac spirit of simplicity, I think this should be replaced by

Supposing that most OS X uses whose system supports NeoOffice also have Safari 1.2.

Hrm. I seem to recall that Safari will still try to mount the disk image even if it gets an aborted transfer, but I may be totally mistaken. I usually have had to use the "reload" button myself. It seems like Safari thinks the file is complete even though it wasn't fully transferred. I think it was an orange circular arrow (?) but only have seen it a few times myself as 99% of the time the transfers are successful.

From my own experience, the orange arrow is present and functional when the transfert was aborted on behalf of the user or identified net failure. But there are cases when the problem is on server side or the internet becomes unreacheable but the OS X does not know it.
Then Safari either does not show the resume arrow or, if it does, restart the whole transfert.

To add to what Ed and Max said...it seems Safari is quite finicky. If you click on the resume button and it can't reach the server, that's it. The next time it does reach the server, Safari "resumes" the download from the very beginning. To me, that means resumable downloads are broken in Safari.
Perhaps the language could be qualified to read "If you have trouble downloading the file, try using a web browser that supports resumable downloads or another resumable download tool" (additions to the current text in bold), but if the web browser that 75+% of Mac users are using is the one having trouble, it's redundant to add anything.
1. Use your normal browser to try and download.
2. If you have a problem, use curl
I'd prefer to bug Patrick about changing things on the webpage that are broken or missing (a link to the NeoWiki, for instance )
