That can't be good.
To be a little more explanatory: NeoOffice is built on the code of a major open source project called OpenOffice.org (OOo). The latter works fine on Windows and Linux, but not so well on the Mac. NeoOffice fixes most of these shortcomings.
Unfortunately, it also means that most of the functionality of Neo comes from the underlying OOo code. Which, in this case, is broken. So we need to tell the people that make OOo that they should fix it (in a bug reporting system called Issuezilla).
I used the windows version of OOo to see if that produced the same mistakes. It did. So now I know where the problem comes from (OOo code rather than Neo-specific code). I'll see if there is a way to work around them, but that may take a little while (I went on vacation in Poland a little while ago and it seems few insects hitched a ride back home with me and were multiplying in my bedroom - not nice and they need to be killed off before I do anything else).
Hopefully you have a better idea now.

So if the same happens in OOo, which presumably many more Windows users use, I wonder why the bug hasn't been sorted out already. I mean, I can't be the first to notice it.

I have know about "double borders" in Excel Spreadsheets for many years.
The "policy" has been - It's your spreadsheet - Don't DO that. Microsoft has never changed or fixed it.

This double-border syndrome does occur in Neo, too. A border was missing at the bottom of a row of cells, and by deleting the contents of the cells below they showed up again. I, too, remember it from my Excel days. But that isn't what's happening here because changing cells doesn't help.
