To use the "help" device in German one must run OpenOffice- which is a bit of a nuisance. Or have I overlooked something?

Essentially, the translated help files are quite substantial in size. Including all of the available help translations would probably double the size of the download! The default installer includes english help only, but that doesn't mean that you can't use others for German or any other available language.
There's always a size tradeoff and being freeware we can't exactly cram everything onto a DVD and manufacture it
