Translation of the software itself is handled by either someone at Sun (certain languages come directly from Sun) or by the NativeLang community at OpenOffice.org; we just pull the final langpack files.
I'm not sure where Swedish falls, but check with the Swedish Native-Lang project and they can tell you if they do the work themselves or if Sun does it.
I don't know how much flexibility Sun has built into the translation system to allow for platform-specific word choices...this seems to be a common problem among cross-platform OSS projects, and as far as I'm aware only Mozilla has "solved" it--only for Japanese--and only by having a special "ja-JP-mac" locale
