Using Microsoft Word on Microsoft Windows, I often use the background text function to add 'DRAFT' over the full page in order to make the document status clear. Is there any way to reproduce this function in NeoOffice?

(It's probably a function not available in OOo, so I'm mainly looking for a workaround when using NeoOffice on the Mac …)

You can do this by inserting a text frame (Insert::Frame) with the relevant text in it. Position it where you want on the page and choose 'Through' and 'Background' in the wrap tab.

In addition to James3359's solution I have another option that you can try. You can try one or both and see what works best for you.

The second option is to to add a watermark to a NeoOffice document.

First you will need a graphic of the word "draft". You can create your own or find an existing image. I found several .jpg and .gif images of the word "draft" with a quick Google search.

Can you try the following steps to add a "Draft" watermark to your NeoOffice document?:

1. Select the Insert :: Picture :: From File menu to insert the graphic you would like to use as a watermark

2. Position the watermark on the page where you would like it.

3. Select the watermark and press Control-click.

4. In the menu that appears select Wrap :: In Background

Do either of these solutions work for you?
