When I copy an image that I've found browsing the web with Safari and paste it in NeoOffice the result is that I obtain the web address of that image. This happen with all mage format I've tried (png, gif, jpg, tiff).
The same image copied from Firefox is pasted perfectly.
Safari 5.0.1 (but happened even with 4,x)

This is not a NeoOffice problem. What you are seeing is that when you copy an image in Safari, Safari not only puts several image formats on the system clipboard, but it also puts some textual "data flavors" as well.
NeoOffice has to choose one of these data flavors by default and when there is both textual and image data flavors to choose from, NeoOffice chooses a textual data flavor so you get text when you paste. Firefox, in contrast, only puts image formats and no textual data flavors on the system clipboard so NeoOffice pastes an image.
To paste the image data flavors that Safari has put on the system clipboard, select the Edit :: Paste Special menu. If what you copied is an image, you should see an option called "Bitmap data". Select that option and press the OK button and an image will be pasted instead of text.
IIRC, it used to be that if you pasted into Draw, or an image frame in another app, you'd get the image itself, so that's another possible alternative (though Patrick's Paste Special is probably simpler).
I don't know if that's still the case, though, (and am not at the right computer to test right now).
