I have downloaded the whole package, and Firefox tells me that it is completed. However, when I double click on the .dmg file, Mac OS X (10.5.1) it tells me that it cannot mount it because it cannot recognise it. Is it a damaged file? Is there an alternate download file?

The first thing to do is to check the byte count for the disk image you downloaded. You will find the byte count for the NeoOffice .dmg files on the download page. You can check the byte count for the file you downloaded by selecting the downloaded .dmg in the Finder, then doing Ctrl-click and choosing Get Info. You will see the byte count in the General section, under Size.
If the byte count of the downloaded image doesn't match that of the download page, you should use cURL, as suggested on the download page. Instructions are available here:
