I think this post is specifically for Dan.

Would it be possible to change the default action for the return key when login to bugzilla?

Currently, it's mapped to the "lost password" button, not the "login" one. Instead of login you, it change your password and mail it to you, if you are lucky. Sometimes you have to ask again, for true this time, to get the mail.

The login action is presumably more often desired than asking for password.

That's because I'm accustomed to command-shift-A/return sequence when login to forums and such...
