We had NeoOffice installed as a "Converter" for the people that sent us WordPerfect Docs, however with our major upgrade we thought of going straight to the new OO for Mac. Bad Idea. We found a major flaw where OO for Mac does not recognize ACLs (http://www.openoffice.org/issues/show_bug.cgi?id=96918). We tested NeoOffice in the New Environment and it works flawlessly, so we are switching back to it, and going to use it as a primary word processor.
This is very interesting. Even though NeoOffice is based on OpenOffice.org, over the last couple of years we have worked very hard to fix the various file opening and locking issues that our users have reported.
Since the OpenOffice.org bug that you linked to described problems with mounted home folders, I wonder if your case is the same as bug 3182 that we fixed?
In any case, all of our file opening and locking code changes that are in NeoOffice 2.2.5 will be included in our upcoming NeoOffice 3.0 Early Access release.
