I also found what was causing NeoOffice to behave like Full Key Access is enabled when it really is not.
I found that in NeoOffice, the Full Keyboard Access preference was only being read once when NeoOffice launches whereas other applications will immediately adapt to any changes to this preference. So, in the following test patch, I made NeoOffice not cache the first read of that preference so that if you press Control-F1 and open a dialog, the buttons while have an underlined letter and if you press Control-F1 again and reopen the same dialog, the underlining will be disabled.
Can you install the following test patch and confirm that this change works for you?:
