While testing Patch 7 Test 4 I noticed that two of the strikeout options in Format - Cells - Font Effects do not display in NeoOffice. All of the line style options work but strikeout with 'X' and '/' do not display in either the preview box in the Font Effects window or in the spreadsheet itself.
I attach screenshots from NeoOffice and LibreOffice 4.0.12 (sorry I no longer have OpenOffice 3 on this machine).
This is not a priority, I don't use these effects and only noticed as I was fiddling with the list boxes.

I can reproduce this as well and since it does not occur in OpenOffice.org 3.1.1 (the version that NeoOffice 3.3 is based on) or in my Go-oo build, it is our bug.
I will post a test patch when I have found the cause and have a fix for this bug.

I've installed Patch 7 Test 5 and can confirm that the / and X strikeouts now display in the preview box, on the spread sheet and also print correctly.

FYI. I have included the fix for this bug in NeoOffice 3.3 Patch 8. The patch can be downloaded from the NeoOffice patch download page.
