To install patches for Neo/J 1.1 Release Candidate, you have to download the full Release Candidate build first. Release Candidate patches do not work on Beta (Beta=OOo 1.1.3, RC=OOo 1.1.4).
The error message is a bug in Installer.app on Mac OS X 10.4.x; it's supposed to tell you the above

Apple has not yet done any motion on the bug against Installer I filed that causes our message not to be displayed. Unfortunately, not being a company and just volunteers, there's not much that we can do to "grease the wheels" over there, so to speak. It's affecting real companies as well, however, so I hope it can get addressed in one of the later updates to 10.4, but the "message 16" error will for sure always appear in 10.4.0 and 10.4.1 instead of the actual message that tells you what to do to be able to install the patch
