This usually happens when you have moved your Neo/J installation. If you have moved it. Shut down Neo/J and restart it and see if the problem goes away. If it does not go away, shut down Neo/J again, move it back to the /Applications folder, and restart.

I had renamed it from NeoOfficeJ to NeoOfficeJ_1.1_p7. This seems to cause path confusion. Renaming it back fixed the problem.
