I don't think that OOo is fully Java 1.4 buildable yet. Feel free to correct me if that is not true.

It builds and installs. It just has a lot of bugs. I just finished a complete build (including rebuilding OOo 1.1.4) on Panther about 35 hours ago.

I think that you saw some missing files which I noticed yesterday morning and committed shortly thereafter.
