I have a simple question.
Why don't you distribute NeoOffice as most other Mac OS X applications, where you install by a simple drag and drop of the .app from the mounted disk image to your /Applications/ folder?
I might be wrong, but since NeoOffice is self-contained (aka. all files are stored inside the NeoOffice.app) I see no need to make it more difficult than needed.

This has been discussed many times before on this forum; search will find you the discussion.
Basically, use of the installer allows us to make sure that the OpenOffice.org code does not start mucking a around with files inside the app itself (which would make it not work properly for multiple users) and it allows upgrades to preserve any installed items like macros, dictionaries, UI languages, etc.
Besides, most complex Mac OS X software uses an installer; even the iLife apps use installer.

I did not think of the restricted user rights, which you obviously set on the NeoOffice.app during installation. This prevent the users from mucking around with files inside the app.
I know some complex applications use an installer, but thought it was because they need to install files outside the app itself. Like system fonts, plugins, etc...
