I am using Neooffice 3.0 E, p1, but I had this problem under NeoOffice 2.x also:

When I create a new table, its default left spacing is -.02". Why is this happening? Is there a fix?

I have created several documents but have not noticed this issue. Are you creating tables with borders? The first thing off the top of my head might be that this is a "bugfix" for table borders to place the border at exactly 0" margin instead of one pixel to the left of the entire page margin.
