In Neooffice if I attempt to insert a row alongside another column which has merged rows I get the message:
"Inserting into merged ranges not possible."
If I do the same in Microsoft Excel I can insert rows without any problems. (Try it out and see the difference.)

Just an FYI: The behavior is the same for OOo 2.2.1 and for OOo 2.3 X11 (English full release-not a development snapshot)
In Excel if you select the row #6 (note row #'s 2-7 go gray; so some grouping or merging of those areas in indicated) next select Insert > Row : I get an error msg that reads:
That command cannot be used with selections that contain entire rows or columns, and also other celss. Try selecting only entire columns, or just groups of cells.
If I put the cursor in the cell with the text you added: in Excel I can insert a row.
In NeoOffice and OOo if I select row#6 rows 2-7 do not gray.
