I can create labels from an input database as long as the number of labels don't exceed one page.
How can I use NeoOffice to create a Labels document when I have more rows of data than can fit on a single page of labels?

If you are using the mail merge, you are not restricted to one page. Normally, I get multiple pages when I print but only one page is displayed on the screen.
You can check this before committing to labels by using the Mac's Print to PDF or Preview option to see that multiple pages are going to be produced.

I finally found that to get multiple pages of labels I needed to create my master file that had a full page of synchronized labels with the field names and save it. To get NeoOffice to produce multiple pages if needed, have to use mailmerge. This is chosen when you open the document and choose Print.
Problem was that at one time I had checked the box that turned off the prompt for mailmerge. To fix it required editing the file
~/Library/Preferences/NeoOffice-2.2/user/registry/data/org/openoffice/Office/Writer.xcu and set back to 'true' the value for the property named AskForMerge.
