I deal with decades of dated material in large collections. To avoid numeric date ambiguities, I prefer to use YYYY MMM DD date formats everywhere possible. Can that format be set as default for all NeoOffice applications?

There is no setting that I can see that will do what you want. However, one possible way to do this is to set the date format in a new empty document and the make it the "default template" for that document type using the steps in the following NeoWiki article:
