Is it possible to overlay text onto a video in the presenter? If so, how? |

Unfortunately no. NeoOffice uses Apple's QuickTime video playing functions and Apple's functions will always draw video on top of everything else in a window.
The only way to display text is to place the text in the video and to do so you must use a video editor such as QuickTime Pro.

I'm not sure QuickTime Pro is the most appropriate application to add text over an existing video (I'm not even sure it can do it), though. |

IIRC, QuickTime Pro does support video editing. However, QuickTime Player does not.
