I have received the following error from Start OOo:

My guess would be that you're not using the OOo 1.1.2 GM installer since it never tries to use setup.bin. Although it's installed, it's never called. If it's not the GM English build, I'd try to get in touch with the person who made the installer. We unfortunately can't really give any help on the non-standard installers and haven't subjected them to any testing.
