As a newbie to NeoOffice I would like it if a printed manual could be purchased, as it can with Open Office. If not, is there a website from which manual pages can be downloaded?

See the links to the left of this post under the heading Download NeoOffice for the NeoOffice User Guide and User Guide volume 2. No printed manual is available, but these could be printed using a standard online service.
You should be aware of two things: first, upgrades to NeoOffice run ahead of any ability to upgrade the manuals; and second, NeoOffice is fundamentally the same as OpenOffice (though it tends to lag a release point or more behind) so material for OpenOffice will likely answer your questions for NeoOffice though menu details and key combinations may differ.
You will also find a great deal of useful info on the NeoWiki - link to the left below the User Guide.
You will also find a great deal of information on the forum here, and usually a remarkably fast response time. _________________ MacBook Pro

FYI. I have moved this topic to the NeoOffice Support forum as the NeoOffice Mobile Support forum is specifically for NeoOffice Mobile questions.

Thank you Merovignian - looks like just what I need. I have been using Open Office for several years and have the manual, but will switch to the NO guide now.

In the interest of thoroughness, see also the Documentation and Related Resources page in the Neowiki. There is one print book on NeoOffice listed there, although it is for NeoOffice 2.0.
Oh, and Merovingian is James3359s title/rank, just as mine is (currently) Link, both based on the number of our posts. Our usernames are one line above the ranks.
