I've installed the patch, but wasn't able to reproduce the crash before doing so either.
I have however noticed an inconsistency when creating new presentations:
With no document open, or with the front most document window anything other than a presentation, selecting File->New->Presentation launches the Presentation Wizard.
With the front most document a presentation, selecting the same menu item opens a new empty presentation without launching the wizard.
This may be the intended behaviour, but it seems a little odd to me.
Not a big issue though.

I found the cause of this behavior and it is due to my fix for this fix for the Edit :: Undo menu in Writer.
Since that bug fix causes the behavior you see and, in addition, I found that my bug fix did not solve all cases of the bug that I was trying fix, I reimplemented a new fix for that bug that won't trigger File :: New menu bug in Impress that you found.
Can you install either of the following test patches and tell us if the File :: New menu bug in Impress is fixed for you?:

I've installed NeoOffice 3.4 Patch 0 Test 5.
In all circumstances that I can create, the New Presentation Wizard is now displayed when creating a new Presentation.
