10.3 commands may install on 10.2, but they will not work as the 10.3 binaries are not compatible with 10.2. To install any Panther items, you have to upgrade to Panther.
Since you have the Panther installation CD but don't have the Jaguar CD, you may consider upgrading to Panther.

Grep is a command that searches text for you. It is a really old and mainstay UNIX command. If it is missing, that would mean your BSD subsystem is not installed, or something really weird happened.
