Is there a way to assign the page up and page down scrollers at the right bottom of the window to key commands

You can do this in Tools > Customize... > Keyboard. Note that the "Previous Page" and "Next Page" buttons are already assigned to the "Page Up" and "Page Down" keys (the ⇞ and ⇟ keys), but that for some reason the buttons and the keys behave slightly differently (the buttons will switch the view to the top of each page, whereas the keys will move the cursor one page up or down and the view will follow the cursor).
