I'm not specifically aware of the HTML color table (and don't use the HTML web editing mode myself), but there are buttons for the font, highlight, and background color on the default second toolbar. This is the one that lists the current font and style. The buttons may be hidden if there is not enough horizontal space. If not, use the little brey button on the very end of the toolbar. It'll look like ">>" and indicates there are more buttons that you can acces.
Alternately, you can adjust the colors for a highlighted portion of text by using Format > Character. The color is on the "font effects" tab and the background color is on the "background" tab.
