Will I be able to open them in Neo Office so I can avoid buying Office 2008?
Then can I transfer them to my Mobile PC 6.0 and view them on my phone that can view an Excel sheet?

Yes, .xls files will open fine in NeoOffice. The newer .xlsx files may or may not open properly, as the import filter is still under development. If you want to use the docs on your mobile pc, you need to save them as .xls files (Excel) rather than as NeoOffice .ods files.
