Neo doesn't have any SVG capabilities as it is based on OOo 1.1. You'll need to convert the SVG into another format first. When I think about it, I don't know if there are any vector formats available for import into OOo 1.1...I've only ever imported bitmaps myself.
OOo 2.0 X11 may give you more luck. AFAIK, OOo 2 has an SVG export filter, but there aren't any SVG import filters. There was a third party project I found thorugh a quick googling, but it requires OOo 2 X11 and Java 1.5 or higher, so Macs may be out of luck.
The best open source solution for working with SVG or other vector graphics at this time is probably the GIMP. While OOo/Neo do have graphics environments, they're really only on the level of "afterthought" drawing tools geared towards simple charts and figures (although you can do mock UML diagrams and flowcharts fairly easily...)

this may not help at all, as I'm no graphics user, you can import as an EPS, but you can't view or edit it in Neo, printing works OK though. (thanks to the Java 1.4 update)
Neo *can* save as SVG, at least since 1.1 Alpha (aka OOo 1.1.x). Of course, the inability of OOo to read a format it saves is a little mind-boggling, but that's OOo for you....
In addition to EPS as mentioned above, Neo can import and display vector PICTs and WMFs, so if Inkscape can export the latter, that might be your best bet.
Actually, just have a look at this matrix (Note some of the formats can only be "saved" via the "Export" command rather than the "Save" command....)
The fact that the import filter for SVG in OOo2 requires Java 1.5 and thus is not a true acceptable solution for OOo (which has an agreed-upon baseline of of Java 1.3.1 for porting purposes per Kevin H and Martin H) and the Mac (and many LinuxPPC distros, too) is one of the things that got TeamOOo attacking me....
