1. That you are running Mac OS X 10.2 or higher
2. That you installed BSD support when you installed Mac OS X.
Since you have Mac OS X 10.2, I would guess that you don't have BSD support installed. While this is installed by default when you install Mac OS X, some people have figured out how to disable installation of the BSD commands. Since NeoJ uses shell scripts for some operations, all of the BSD commands must be present for the installer to work.
To determine if this is the case, can you open the /Applications/Utilities/Console application and post the output here? The installer logs all of its output in the console so this will determine exactly why the installer will not allow you to install NeoJ.
