where the root cause of this requirement is explained by pluby. The thread is quite old (March 2005) and there is a hypothesis there that when OO turns 2.0 root access in NO might not be needed anymore.
Now OO is 2.2 so maybe root access could be removed from NO install?

How does this make a difference? The only mutli-user Unix installation prepared by Sun (for Linux) is packaged base which requires root access to install.
This won't change anytime soon because it is all risk (and a lot of work) to remove something like this that solved a real and very serious problem with only the hope that it doesn't reoccur.
Another reason is that removing this also leaves a veritable nest of permissions errors that we will have to handle when a percentage of users runs into the inevitable file permissions errors upon installation or patch installation which then leaves a half-installed (corrupted) installation.
In sum, this installer requirement was implemented to solve real problems that had cost us (and multi-user installations) huge support costs and I haven't seen any magical solutions that solve those existing problems.
