Having the standard Page Setup… command under the file menu would make it more mac friendly. |

It's there, just named "Printer Settings" by OOo (which you can change; see this wiki article).
Note, however, that not all of its features are "functional" in NeoOffice, due to the way that the underlying OpenOffice.org code wants to control things.

So it is! Thanks.
I wonder why an unconventional (for the mac) name was used. |

Because OpenOffice.org isn't a Mac application. Aside from the Mac-only NeoOffice menu and "Add-ons" item in the Tools menu, NeoOffice keeps the OpenOffice.org menu structure and the names associated with it. |

FYI. You may want to try our new test patch that actually makes setting the orientation and paper size in that dialog change the document's settings. More details are here.

Also, note that we "spliced in" the native Mac Page Setup dialog in this menu. We needed to display the native Page Setup dialog but adding a new menu was technically difficult. Fortunately, the OpenOffice.org Printer Settings menu displayed a "printer administration" dialog that is of no use on Mac OS X so that's where we spliced the native Page Setup dialog in.
