AFAIK, the Hebrew localization does not exist within the OOo source tree, otherwise it would appear in NeoJ like German, French, etc. do.
On the other hand, I think in another thread M-Rick mentioned getting the Arabic resources from a Linux Arabic-localized OOo build and putting them in NeoJ (I think), since the Arabic localization is also not part of the OOo source tree. If there's a localized Hebrew build out there, presumably you/your friend could do the same thing.
If I'm remembering that right, and if M-Rick was successful, I'd like to see the details/procedure documented on Trinity or in the wiki, because aside from a half-dozen or so languages whose localizations Sun did, most localizations don't exist in the OOo tree but only in contributed builds. (I thought that the native-lang projects were supposed to be getting these localizations into the source, but maybe I'm confused.)
On another note, I quite by accident happened upon Shoshannah Forbes's blog, which is currently featuring a post about NeoJ 1.1 Alpha 2 Aqua menus (a few posts down, http://www.xslf.com/). Based on some of her posts I've seen in the Mozilla Bugzilla, she might be someone to work with on the Hebrew issue.
