FYI. While I was preparing a test case to for submission in Apple's bug reporter system, I found that this Apple bug only affects installation packages that are built in the simpler Mac OS X 10.2.x format. For Mac OS X 10.2.x, allall installation information is read from the installer package's Contents/Resources/*.info file. Starting with 10.3.x, Apple moved this data to the Contents/Info.plist file. What I found is that since the Contents/Info.plist file uses XML format and the character encoding is explicitly set to UTF-8 by default, this bug does not occur if the newer installer package format is used.
Since NeoOffice supported Mac OS X 10.2.x until recently, I built all installers in the old format. But now that I know that the newer format doesn't have this bug and we only support Mac OS X 10.3.x and higher, I will convert my installers to the newer format (and I will leave the fix for this bug just to be safe) so that future NeoOffice releases can install easily for Hebrew, Arabic, and any other users that this bug affected.
