As far as I can tell, the whole point of having floating palettes (instead of actual windows) is to be able to use them without needing to give them the focus. Otherwise a regular window would be just as effective, and there would be no reason for the palettes to exist? |

I can see it both ways - there are the palettes that are essentially floating toolbars, which pretty much demand mouse interaction to use. But then there are palettes like Styles & Formatting, where there is a lot more potential for interaction with the palette (e.g. creating/editing styles).
I can see that no-one wants a palette that appears in the cycle of opened windows. But for me, it's a bloomin' nuisance if I can't navigate to the palette (and back again to the doc) using the keyboard, which is probably because I got into computers pre-GUI. If I'm using an app to write with, i.e. essentially a keyboard-driven activity, it's counter-productive to have to switch to the mouse to do certain things. Maybe this ctrl-F6 thing is the answer for folk like me.
I suppose it's different paradigms for different folks. Some mac users pride themselves in not knowing any keyboard shortcuts and always using the mouse. Serves me right for universalising my experience .

I just tested this and it appears that Ctrl-F6 has no effect on NeoOffice so I need to fix that.

Ctrl-F6 doesn't work for me with the Styles & Formatting palette either. However, the Media Browser (which gets the focus by default, BTW), does regain focus if you switch the focus to the window and then use Ctrl-F6… |

Don't say that. It's good to share experiences, and the other users learn always something interessant.
Of course, 100,000 different users = many, many different needs and desires.
Also, the developer's life is not that easy

Yeah the Media Browser is pure cocoa; the other floating windows are still backed by OOo VCL. This may be why the behaviour is different.

The real question is where does the Apple HIG come from? Sometimes I think much of it is just what the Steve finds pleasing to his eye.
