Is your OS language set to Irish? If not, NeoOffice (just like other Mac OS X apps) won't use the Irish UI and will instead use the UI language that corresponds to your OS language.
If you want to run your OS in English and NeoOffice in Irish, this section of the article James3359 linked to explains how.
If you have done either of these things and it still doesn't work, it's possible that the Irish language pack is incomplete (i.e., the Irish translation was not finished, which happens frequently for translations maintained by the OpenOffice.org language communities rather than by Sun itself).

I installed the Irish language pack and set my preferred language to Gaeilge in the Mac OS X System Preferences. After restarting NeoOffice, I can confirm that all of the menus are in Gaelic.

Faraor, when I put Gaeilge as the top language, and re-start, my system has trouble. Every file on my desktop disappears, except for the hard drive icon, and there are other troubles. I began having troubles a week ago. I doubt that it is tied to just choosing Gaeilge as the main language. I will test that theory by choosing German as the main language. Och!

On some versions of Mac OS X, there are definitely some parts of Mac OS X that do not work correctly when your top language is not one of the dozen or so languages for which Apple supplies a complete Mac OS X localization; I forget the specifics right now, but that's partly why we have that special section about how to run Neo in a language other than the one Mac OS X is using.
