That's the latest chapter-specific .odt formatted file that I see in CVS and its modification time matches that of the PDF, so I believe it should be up to date.

so actually it's the Undo command keystroke that's causing the problem,
but it's indeed easier to talk about Cmd-Z.
The layout of the Z-key will change, but not the keystroke.
at least as long as we stay with the Western alfabet ...

It depends on what needs fixing in a given article; sometimes it's just style issues, or something like turning a quick list of facts into a readable article; sometimes the content needs updating for changes, or the article needs a complete rewrite.
Also, when making a significant update to an English page that is translated, we'll usually try to mark the corresponding translations with those languages' FIXME templates to make sure the translators know to update their translations.
(It occurs to me that this explanation probably belongs on Help:Editing, too.)
So it really depends on the article; as Samwise said, do you have a particular one in mind?

Yes, we're aiming for that gold standard Lorinda and Jacqueline set a couple of years ago when they were writing all sorts of articles (Lorinda about Base, Jacqueline about all sorts of math-related stuff in Calc)
I try to monitor all of the changes in the English wiki (and try to at least glance at changes elsewhere, although other than a little bit of the French wiki, I can't tell very much). I don't know how often the other "senior" wiki elves check on things.

For the translations, the translation's "owner" or any of the "senior" wiki elves who happen to be bilingual in that language should be able to decide when something is fixed. So for Dutch that means you and Oscar (ovvldc).
To take the specific case of "NeoOffice and Aqua", I had made a significant number of important changes to the article in December and January which changed some really old language to reflect the realities of today (i.e., that most of the Aquafication is complete and the resource limitations and code complexities make it unlikely NeoOffice will undergo any significant changes to become even more Mac-like any time soon). In January after the last round of changes, I marked all of the other translations with FIXME so that everyone would know that there were changes that needed to be picked up.
So in this case, once you make the changes to the intro ("Why doesn't NeoOffice look exactly like other Mac applications?") and the other FAQ items that show up in the diff I linked above, you can remove the FIXME template.
Is that a more clear/more helpful answer?
(Also, if you want to put a Dutch translation of the FIXME template into Template:Nl:Fixme, we can use that on Dutch pages like we use Template:Fr:Fixme on French pages, and so forth.)

Honestly, I haven't had time to work on the wiki in many months. I try to keep the NeoOffice website up to date a bit, and I have some lag in that as well.
But I do occasionally pop in for a look .

Even though I can't speak Dutch, I can tell, for instance, that some of the headings haven't been updated to the new names, and the one entire section (Java 1.5) is still there, and looking at the changes to the Dutch page since those English changes, it looks like only additions to the Aquafication/Mac OS X integration list have been added, not any of the other text changes

I edited the text to reflect present content of the English version.
While doing this I noticed that Olhoh analyses NeoOffice as 84% C++, 7% XLM and 9% other. http://www.ohloh.net/p/neooffice/analyses/latest
